I am writing regarding the FY09 appropriations of the Appropriations Subcommittee on State, Foreign Operations, and Related Programs. As an Assyrian-American, I ask that $30 million be allocated to help the Assyrian people in Iraq’s Nineveh Plains.

The Assyrian people are the indigenous inhabitants of Iraq, with their ancestral homeland based in Iraq’s northern Nineveh Plains. The Assyrian people have suffered tremendously since the beginning of the Iraq war, largely on account they are predominantly Christian. Comprising over 5% of Iraq's pre-war population, Assyrians are Iraq's third largest ethnic group. Many Assyrians are commonly referred to and identify themselves by their religious denomination, particularly Chaldeans and Syriacs.

Thirty million dollars will be needed for 2009 if the successes achieved for the Assyrian people over the last year are to be fully realized. Iraq recently approved the development of an Assyrian security force in the Nineveh Plains. This force will need more funding if it to grow and develop into a force able to provide meaningful security for the Assyrian people.

Moreover, funds are desperately needed for housing, infrastructure, and other services for the Assyrian people. More than any other population in Iraq, the Assyrian people have disproportionately suffered from threats and attacks from the countries more dominant ethnic populations. Hundreds of thousands of Assyrians have been forced to flee as refugees, both displaced internally and externally. Appropriation of $30 million is essential to stabilizing the Assyrian population within its indigenous homeland in the Nineveh Plains, thereby creating the conditions by which many of these refugees may return home.

Given the involvement of our nation in the affairs of Iraq, I ask that you act decisively to preserve a future for the Assyrian people in Iraq. A response would be appreciated.
